2008 Nunn-Perry Award Winners:

We are celebrating the success of a proven program, recognizing the efforts of mentors and protégés and applauding their commitment. These partnerships are made possible through the Department of Defense (DoD) Mentor-Protégé Program, but flourish from the dedication of mentor and protégé firms. The successes of our program continue to accrue through the energies of good people building strong mentors and protégés under the auspices of the DoD.

The Mentor-Protégé Program has become the paramount small business program within the federal government, and this year's award winners are prime examples of the program's value to both private industry and the DoD.

MENTOR PROTÉGÉ
AMEC Earth & Environmental Inc. CORE Engineering & Construction, Inc.

Mentoring Assistance Provided By:
Florida International University (MI)

The mentor-protégé agreement between AMEC Earth & Environmental, Inc. (AMEC) and CORE Engineering & Construction, Inc. (CORE) focused on technology transfer and developmental assistance and has contributed to the rapid expansion of CORE.

 

The decision to focus on the technical areas of arms and munitions, and environmental engineering has paid off for the AMEC and CORE mentor-protégé team. CORE received mentoring in sitting analysis for small arms ranges that resulted in a subcontract to perform work at a small arms range at Patrick Air Force Base (PAFB), a new CORE market

   

AMEC technology assistance in construction, demolition, and site restoration has honed the skills of CORE’s civil engineering staff. This assistance has led to CORE providing construction services at PAFB to harden and protect the shoreline. Not only are these series vital to CORE’s future growth, they are critical to the U.S. Department of Defense mission of protecting base assets.

The AMEC civil engineering and construction assistance that focused on compliance, remediation, and demolition created new and large contracts for CORE at PAFB. Because of this civil engineering and construction technical assistance, CORE can provide new services to its existing clients.

CORE’s success demonstrates that AMEC delivers on its commitment to small businesses

 

MENTOR PROTÉGÉ
The Boeing Company
– Integrated Defense Systems
KAP Manufacturing, Inc.

Mentoring Assistance Provided By:
Cerritos College (MI) and Florida International University (MI)

The Boeing Company — Integrated Defense Systems (Boeing) and KAP Manufacturing, Inc. (KAP) mentor-protégé agreement has resulted in an expanded customer base and increased core competencies for KAP, a woman-owned small disadvantaged business, which specializes in the manufacturing of custom machine parts and assemblies for the aerospace and defense industries

During its participation in the Mentor-Protégé Program, KAP has successfully completed a series of training sessions provided by Boeing, Cerritos College and Florida International University: High Speed Training, Sub Assembly Training, Facilities Planning Training, Verisurf and Veriprobe Training, Quality Systems Training, and Value Stream Mapping Training

KAP has embraced all training and technical assistance received from Boeing, Cerritos College, and Florida International University, and credits this training and assistance with its increased capability to manufacture quality parts (High Speed Training, Verisurf/Veriprobe Training and Quality System Training) and assemblies (Sub Assembly Training), with shorter lead times (Value Stream Mapping Training) and a reduction of cost

KAP believes that the quality parts used in their programs will ensure the military is safe when protecting the security of the United States. KAP prides itself on being able to support rapid re-supply of quality parts for the military forces, which protects the most important resources: people.

MENTOR PROTÉGÉ
Booz Allen Hamilton USfalcon, Inc.

Mentoring Assistance Provided By:
North Carolina Central University (HBCU)

Booz Allen Hamilton entered into a mentor-protégé agreement with USfalcon, Inc. (USfalcon) to develop USfalcon’s potential for the end benefit of the U.S. Department of Defense, the U.S. Department of the Army, and the Warfighter. Mentoring support was delivered in the following areas: Quality Management Systems, Information Management, Contracts Management, Capture Management, and Proposal Development.

The Quality Management Systems effort resulted in International Organization for Standardization (ISO) 9001:2000 certification, proving that USfalcon has codified procedures for all its key business processes, proper records, periodic reviews, and monitoring to ensure those processes are effective, and a methodology for continual improvement

Support in the area of Information Management included classes and assistance by both Booz Allen Hamilton and their HBCU partner, North Carolina Central University, in SharePoint Portal design and development, SQL server, Microsoft Exchange and Active Directory, as well as other Information Technology (IT) products that USfalcon utilizes internally to manage its business, and in support of its U.S. Department of the Army clients.

The technology transfer, training, and experience Booz Allen Hamilton has passed on to USfalcon have enhanced USfalcon’s capabilities to respond to the U.S. Department of the Army’s requirements efficiently and effectively, as well as improving the business infrastructure of USfalcon. This effort has positioned USfalcon as a more capable and competitive small business defense contractor.

MENTOR PROTÉGÉ
The Boeing Company Pacific Contours Aerospace Machining and Assembly

Mentoring Assistance Provided By:
California State University Dominquez Hills Campus (MI)

The Boeing Company (Boeing) entered into a mentor-protégé agreement with Pacific Contours Aerospace Machining and Assembly (Pacific Contours) to help strengthen Pacific Contours’ manufacturing capabilities and work-scope with Boeing.

Within a short period of time, the Boeing and Pacific Contours mentor-protégé team efforts have resulted in increased work-scope, revenue, facility space, and an expanded employee base for Pacific Contours, a woman-owned small business that provides machining and assembly products, such as titanium parts, machine details, and complex assemblies. Pacific Contours supports the CH-47 helicopter line with the assembly of cockpit doors, bulkheads, escape hatch, jettison door, upper cabin door, lower cabin door, and interior access panels.

The Mentor-Protégé Program has proven to be of great value to Boeing and Pacific Contours who have worked together to bring Pacific Contours to the next level, through technical advice and training, to increase Pacific Contours’ capability to machine complex assemblies such as the jettison door and machine part assemblies.

Boeing is committed to continuing a supportive business relationship with Pacific Contours through technology transfer and an increase in subcontract opportunity. In 2008, Pacific Contours will support the Boeing Rotocraft CH-47F Chinook 5-year multi-year program.

MENTOR PROTÉGÉ
Science Applications International Corporation SpecPro Environmental Services, LLC

Mentoring Assistance Provided By:
Alabama A&M University (HBCU)

Science Application International Corporation (SAIC) and SpecPro Environmental Services (SES) entered into a mentor-protégé agreement with the primary purpose to support the Defense Installations Strategic Plan (DISP) and its mission, “Transforming Installations to Meet the Emerging Needs of the Warfighter.”

To fulfill the purpose of their agreement, the SAIC and SES development assistance program focused on three tasks: transferring technology related to military construction, quality management and data systems, and acquisition support; enhancing SES infrastructure by improving records management and accounting systems; assisting SES with business development, improving the proposal development process and marketing materials, and participating in joint marketing training activities.

Acquisition training SES received from the SAIC has resulted in new military construction capabilities for SES, which has expanded SES’s participation in Defense Base Closure and Realignment (BRAC) work. Infrastructure training, such as Performance-Based Contracting, International Organization for Standardization (ISO) 9001:2000 Quality System, Defense Contract Audit Agency Compliant Audit Systems, and DCAA Audit Preparation will enable SES to execute the U.S. Department of Defense work more effectively and enable SES to manage more contracts simultaneously.

All mentoring SES received from the SAIC has resulted in increased SES technical capabilities, an improved SES infrastructure, SES employee growth, and a broadened SES client base.

MENTOR PROTÉGÉ
Northrop Grumman Corporation Boecore, Inc.

Northrop Grumman Mission Systems (NGMS) and Boecore focused their mentor-protégé agreement on the command and technology transfer best suited for developing Boecore as an engineering and technology services woman-owned small business.

Northrop Grumman Mission Systems (NGMS) and Boecore focused their mentor-protégé agreement on the command and technology transfer best suited for developing Boecore as an engineering and technology services woman-owned small business.

Another benefit of the NGMS and Boecore mentoring relationship has been the significant increase in the number of Boecore’s information assurance staff that possesses credentials in compliance with DoD Directive 8570.1, far exceeding the 2007 DoD standard of 10%. These same professionals earned Boecore its first DoD prime contract for the Boecore Bilateral Certification and Accreditation Tool (BoBCAT), a prototype solution that automates existing manual processes to substantially reduce the amount of time information assurance engineers expend certifying and accrediting DoD systems.

Through its mentoring relationship with NGMS, Boecore has expanded its technical capabilities and expanded its expertise in information assurance. These increases have allowed Boecore to substantially increase the number and value of contracts they pursed in FY07.

MENTOR PROTÉGÉ
Rolls-Royce Corporation California AMFORGE Corporation

Rolls-Royce Corporation and California AMFORGE Corporation entered into a mentor-protégé agreement for the purposes of improving California AMFORGE Corporation’s productivity and quality performance, so that the protégé’s goals of increasing business with the U.S. Department of Defense (DoD) and becoming a world-class aerospace company may be realized.

To meet these goals, Rolls-Royce Corporation and California AMFORGE Corporation designed their mentor-protégé agreement to develop and deploy a robust manufacturing and quality system that has been implemented across all levels of the protégé’s organization. The mentoring program focused on the application of Lean Manufacturing, Total Productive Maintenance, Six Sigma and Total Quality Management.

California AMFORGE Corporation has seen significant improvements in its operations as a consequence of their mentoring relationship with Rolls-Royce Corporation. As a result of improvements in its manufacturing capability, efficiency, and effectiveness, California AMFORGE Corporation will be able to compete in the aerospace forging industry, which currently is dominated by large conglomerates.

In addition, the increase in capacity and improvement of productivity provides California AMFORGE Corporation with the ability to accept additional DoD contracts, alleviating both delivery and price pressures imposed by other forging companies, as a result of the spike in demand for helicopter parts due to the war in Iraq.

MENTOR PROTÉGÉ
Rolls-Royce Corporation Manzi Metals, Inc.

Mentoring Assistance Provided By:
Alabama A&M University (HBCU)

The Rolls-Royce Corporation and Manzi Metals, Inc. (MMI) mentor-protégé agreement was designed based on the strategic vision of the protégé’s Chief Executive Officer to become a world leader in the high-end metal distribution industry.

Through its mentoring relationship with Rolls-Royce Corporation, MMI employees developed a robust business process and quality systems through the application of Lean Six Sigma methodologies they learned and acquired from the onsite training provided by both Rolls-Royce Corporation and Alabama A&M University (HBCU).

Teaming with Rolls-Royce Corporation has allowed MMI to achieve a world-class quality system and to become one of the first multi-metal distributors to receive Aerospace Standards (AS9100:2004) Certification. With the integration of effective, robust quality, and production systems, MMI developed into a system-based company capable of delivering zero-defect quality products to its customers, including the U.S. Department of Defense (DoD) and other large prime and sub-contractors.
